Raj Pratap Singh, a retired civil servant of the 1983 batch, holds a post-graduate degree in electrical engineering from IIT Delhi and has had a diverse and distinguished 40-year career with an unwavering commitment to public service and impactful governance. He made significant contributions at both state and central government levels, serving in the Prime Minister’s Office as Joint Secretary and Private Secretary to the Prime Minister of India, as well as at the multilateral development institution (World Bank) as Sr. Advisor. After his superannuation from Civil Services in June 2018, he served as the Chairman of the UP Electricity Regulatory Commission until June 2023.

During his tenure in the regulatory commission, Singh showcased his expertise in regulatory frameworks, corporate governance, and policy formulation. His profound influence on public administration was particularly evident in the field of electricity regulation. Singh played a pivotal role in shaping the electricity regulations in the state of UP, focusing on energy security, tariff designing, clean energy transition, peer-to-peer energy transition, power market development, etc.

He has represented India in numerous bilateral and multilateral international forums, including Bank-Fund Development Council Meetings, IDA Multilateral Debt Relief Initiative, etc., and has widely travelled.

SUSHANTA K. CHATTERJEE

 Dr. Chatterjee is presently the Chief of Regulatory Affairs with Central Electricity Regulatory Commission (CERC). He has long experience of dealing with power sector reforms, especially, Regulatory Reforms since its inception in 1998. Dr. Chatterjee is a post doctoral research fellow at Harvard Kennedy School, USA. He has a PhD in Manag

 Dr. Chatterjee is presently the Chief of Regulatory Affairs with Central Electricity Regulatory Commission (CERC). He has long experience of dealing with power sector reforms, especially, Regulatory Reforms since its inception in 1998. Dr. Chatterjee is a post doctoral research fellow at Harvard Kennedy School, USA. He has a PhD in Management and MBA in Finance. He co-authored “The Electricity sector in India: Policy and Regulation” (Oxford University Press (OUP), 2012), and authored “S.K. Chatterjee’s Commentary on the Electricity Laws of India” (Delhi Law House, 2006). He has published papers on renewable/REC (World Bank 2013 and NREL 2016). Dr. Chatterjee’s present academic and professional pursuits involve specialization in public policy and regulation with focus on renewable. He is/has been a Member of various Govt Committees: related to Renewable Energy constituted - by MNRE on Regulatory Aspects of RE, JNNSM; Committees constituted by Ministry of Power on Amendment to Act; legislative changes relating to RE; Committees by CERC/Forum of Regulators on Regulatory Issues and on Renewable/REC.  He is/has been a guest faculty for various academic, research and training institutions like PMI, NPTI, IIM(A), IIT(K), UPES, IIT (Roorkee), TERI, MIT (USA), LSE (UK).

Mr Pujari is currently an Advisor at FSR Global. Previously he was the Chairman of the Central Electricity Regulatory Commission (CERC) and led several key regulatory designs in India. Prior to this he was the Secretary to Government of India at the Ministry of Power and has also held several positions and assignments in various departments/ministries in Gujarat as well as Central Government, focusing on power, commercial taxes, finance and industries. Some of his key focus areas include (i) financial resource forecast, expenditure planning, annual budget preparation, debt and guarantee management; (ii) transition from sales tax to value addition tax (VAT), administration of commercial taxes by simplifying processes and making it enabled; and (iii) Setting up and marketing industrial estates and special economic zones, (iv) power sector regulation for networks and markets He is a Post Graduate in Economics from Delhi School of Economics and joined the Indian Administrative Service(IAS),the premier civil service of India in 1981.

Ms. Swetha is the Head of FSR Global, a division of the Florence School of Regulation based out of New Delhi, India. She is responsible for the development of the research, training and policy dialogue activities of FSR Global, which focuses on strengthening the global south-south and north-south transcontinental knowledge exchange. Some of the key project areas she is currently focused on include; Smart Grid Observatory for India, Resource Adequacy Planning and Modelling for India, Digitalisation of the Power Sector, Regulation for SDG 7; Electric Vehicles – Mobility meets the Power Sector etc. 

She also holds the position of Vice President Communications at the International Association for Energy Economics and is also the Chair of ‘The Energy Network’ a women platform for energy professionals. 

She has previously worked at FMO Dutch Development Bank, Netherlands; Fraunhofer Institute for Solar Energy Systems ISE ,Germany; Confederation of Indian Industry – Green Business Centre, India; Assistive Technology Lab BVRIT, India and the Indian Space Research Organization (ISRO),India.

Dr. Debajit Palit has more than 25 years of experience working in the domain of renewable energy, clean energy access, rural electrification, distributed generation micro-grids, energy-gender-poverty nexus, and water-energy-food nexus. He has been listed in the Top 2% World's Scientists in the last 3 years by Stanford University and Elsevier BV. Currently, he is heading the Centre for Climate Change and Energy Transition at the Chintan Research Foundation.

Before this, he was a Professor in Energy Policy at the NTPC School of Business, Noida. Dr. Palit was also a Director & Senior Fellow at The Energy and Resources Institute (TERI), an independent global research and policy think-tank, in New Delhi. At TERI, he has completed nearly 200 analytical, technology design, action-research and implementation projects and has led 70+ projects including the award-winning Lighting a Billion Lives Campaign and OASYS South Asia initiative. From 2012 to 2022, Dr. Palit led the Social Transformation/Rural Energy and Livelihoods Division in TERI, supervising a multidisciplinary team of 20+ research professionals and technical staff.

Dr. Palit possesses vast national and international experience, working in projects for UN organisations, Bilateral organisations, The World Bank, Asian Development Bank, and national governments across 17 countries in Asia and sub-Saharan Africa. He has written widely on energy access and rural electrification issues and has published 3 books and around 150 research papers in peer-reviewed journals, conference proceedings, books, and magazines. He is a sought-out speaker on rural energy issues, renewable energy, mini-grids, water-energy-food, energy-livelihood, and energy-gender-poverty nexus and has participated in more than 100 national and international conferences and workshops across Asia, Africa, Europe, and the Americas. Dr. Palit is conversant with policy and programme formulation and has been part of various Government of India Committees and Expert Groups on Energy & Rural Electrification and a Jury Member for academic & corporate awards.

Shri S R Narasimhan is the Chairman and Managing Director of Grid Controller of India Limited. Prior to this assignment, he was Director (System Operation) since Nov’18 and responsible for reliable and economic operation of the All India electricity grid which is also connected to the neighboring countries of Bhutan, Nepal and Bangladesh.

Shri S R Narasimhan is the Chairman and Managing Director of Grid Controller of India Limited. Prior to this assignment, he was Director (System Operation) since Nov’18 and responsible for reliable and economic operation of the All India electricity grid which is also connected to the neighboring countries of Bhutan, Nepal and Bangladesh. Shri S R Narasimhan has a Bachelor’s degree in Electrical Engineering and a Master’s in Business Administration (MBA) in Finance. He has over three decades’ experience in power system operation spread across CEA, POWERGRID and POSOCO after an initial stint with BHEL.

After a 23-year stint at Northern Regional Load Despatch Centre (NRLDC), New Delhi and Western Regional Load Despatch Centre, Mumbai, Shri Narasimhan joined National Load Despatch Centre (NLDC) in July 2011 and was later elevated as Executive Director (NLDC). He has extensive experience in interconnection of regional grids leading to a synchronous All India electricity grid. He has handled all facets of power system operation ranging from operational planning, scheduling, real time operation and post despatch analysis besides deployment of the necessary tools for visualization and Situational Awareness. He has also implemented several electricity market reforms such as the Availability Based Tariff, interstate open access, Day Ahead Markets (DAM) through Power Exchange (PX), Point Of Connection (POC) method of transmission charges sharing, Frequency Control Ancillary Services, Security Constrained Economic Despatch (SCED) etc.

Shri S R Narasimhan has contributed to several Expert Committees at the Government and regulatory levels in different areas ranging from system operation, grid integration of Renewable Energy (RE) resources and optimization to institution building. He is a Fellow of the Institution of Engineers, India, Senior Member of IEEE and a Distinguished Member of CIGRE. He was conferred with the IEEE-PES, Delhi Chapter Outstanding Engineer Award in 2019. He has published over sixty (60) papers at the national and international level. He is passionate about making our energy systems more reliable, resilient, economic and clean along with a commitment to technical excellence and the highest ethical standards.

He had been assigned the Additional Charge of post of Director (System Operation) as well as Director (Human Resources) by Ministry of Power. Shri Narasimhan assumed the charge of the post of Chairman and Managing Director, POSOCO w.e.f. 25th March, 2022.

He was key founder member of the team for establishing first power exchange the country in 2007 and gas exchange in 2019. Before IEX & IGX, he worked with apex electricity planning body Central Electricity Authority, Power Grid Corporation in the areas of system operation and commercial settlements. His current interests are in Energy transition, decarbonisation, gas, and power markets. Shri Saxena has more than 27 years of experience in diverse areas comprising of Power Market Operations, Power System Operations, Power Exchange Operations, Electricity Market Design, Regulatory Affairs, Integration of Renewables, REC markets design & operations, and SCADA-IT systems.

Shri Saxena has been actively associated with the development of the regulatory framework for integration of Renewables, implementation & development of Ancillary Services, Fast Response Ancillary Services and Market Based Ancillary Services. He was responsible for the implementation of the Real Time Market (RTM) and Integrated Day Ahead Market (including Green Day Ahead Market). He has been associated with the implementation of Security Constrained Economic Despatch (SCED) at inter-state level in India. He also led a pilot study for intra-state SCED implementation with multiple states. He has led the team for implementation of the National Open Access Registry (NOAR), a one stop portal for administration of the Short Term Electricity Market in India. In 2023, he has led the implementation of Market Based Ancillary Services and the implementation of IEGC 2023. He has also been associated with the capacity building of Power System Operators and the System Operator Certification Programs.

He represents India in the CIGRE Study Committee C5 on Electricity Markets and Regulation and has many publications related to his work areas in various national and international journals & conferences. He joined our Board in July, 2024.

Mr. Puneet Chitkara has more than 20 years of extensive experience in power system expansion planning, price and demand forecasting, short and long-term portfolio optimization, the financial impact on state utilities and government, transmission pricing, connectivity and open access, litigation support, electricity market design, and assessment of market power, the socio-economic impact of electricity tariffs, and aviation optimizing ground handling operations and computable general equilibrium (economy-energy-  environment interaction models). Puneet has consulted several utilities in the electricity supply industry, multilateral and bilateral funding agencies (World Bank, USAID, FCDO), government ministries, regulatory bodies, private equity investors, and government planning agencies.

Puneet is an electrical engineer with Ph.D. in Development Economics and has done his post-doctoral work at the University of Hong Kong (2007) and Johns Hopkins University (2019-2020). He specializes in power systems optimization, game theory, and computable general equilibrium models. A special interest in hierarchical optimization permitted Puneet to develop models for studying the impact of institutional, and regulatory constraints on the costs of power system operations, emissions, and curtailment of renewable energy generation. His work also involves the use of distributed optimization techniques such as the Alternative Directions Method of Multipliers (ADMM) and Progressive Hedging (PH) to solve large stochastic power system optimization problems. His recent interests include the development of climate risk models (transition risks) using a combination of bottom-up (energy and power system models) and computable general equilibrium models to advise policymakers and corporates.    

Puneet has several publications in refereed international journals including IEEE Transactions on Power Systems, Empirical Economics, Review of Development Economics, Applied Energy, Environmental Science, and Technology, International Journal of Electric Power and Energy Systems, IEEE Access, and Applied Economics Letters.  He is fluent in English and Hindi.

Dr Gopal K Sarangi is an Associate Professor and Head of the Department (HoD) of the Department of Policy and Management Studies (DoPMS), at TERI SAS with more than 24 years of research and consulting experience. His primary domain of research covers energy market and regulation, green finance and related financing issues such as climate financing, sustainable development financing, carbon market, industrial decarbonisation and ESG issues, intersection of new energy technologies, fuels and resources with public policies, social systems and processes, energy and climate nexus, governance and institutional analysis of energy transition questions, geopolitics of energy transition, energy modelling and forecasting, and impact assessment of energy and environmental interventions. He has contributed as PI, Co-PI, Advisor and team member to several collaborative projects funded by DFID, EPSRC, World Bank, British Academy, UNDP, Prosper.Net, ICIMOD, Norwegian Research Council (NRC) and Government of India (GoI) and various state governments in India. He has contributed to the policy making as a nominated member by the Ministry of Rural Development (MoRD) of GoI in the selection of villages for their performance in renewable energy domain and in their carbon neutrality. To his credit, he has been chosen as an Independent Director of UGVCL, Gujarat – one of the most efficient and pioneer distribution utilities of the state. He has published several peer-reviewed research papers in the domain of his research and has been invited to deliver talks in several national and international forums and platforms. He has been taken honorary positions in various universities within India and outside. He has visited Freie University, Berlin, Germany, as a DAAD Research Fellow, visited DMU, UK as a Project Research Fellow, and visited Dundee University, Scotland as a Project Research Fellow, and visited UTS, Sydney, Australia as a Key Technology Partnership (KTP) research fellow. He has also been taken honorary positions as a Visiting Professor at Nalanda University, Rajgiri, Bihar, Visiting Professor at Just Transition Research Centre (JTRC), IIT, Kanpur, Honorary researcher at CPR, NISER, Odisha and honorary researcher at DEFT, Odisha. He has worked in the areas of development of Enterprise systems in the Utility as well manufacturing domain for global MNCs. He has an extensive exposure to implementation of SCADA in a Power Distribution Utility. Abhishek is well versed with Day-ahead and Intra-day Power scheduling aspects including demand forecast modelling for a distribution Utility. He has extensive exposure to tariff formulation, techno-commercial analysis and preparation of detailed Project reports for power generation and distribution projects. He is a Certified Energy Manager by Bureau of Energy Efficiency, Ministry of Power, GoI. Abhishek is an active contributor to the “Train the trainer” programs in his current organizations and strongly believes in sharing the best practice, domain as well technical knowledge with the teams and participants. Abhishek is currently Additional Vice President (System Operations) and Head – Renewable at BSES Rajdhani Power Limited. He is managing a team engaged in Day ahead and Intra-Day (real time) power scheduling in South and West Delhi at BSES Rajdhani Power Limited, a distribution Licensee in Delhi, while following cost-effective multi-source power procurement strategy. The team uses Statistical Demand Forecast model development for accurate prediction of day ahead and intra-day demand thereby ensuring prudent power procurement strategies from a mix of long-term and short-term sources. 

 As Head – Renewable at BSES Rajdhani Power Limited (BRPL), he is also spearheading initiatives related to Renewable and new / emerging technologies including solar rooftop net-metering, EV charging and protocols, models for implementation of EV charging network, energy storage, energy efficiency & management related initiatives in the organization. 

DR. KAVERI IYCHETTIRA

Kaveri's research is focused on the transition of energy and related sectors in the context of climate change under deep uncertainty. She approaches problems from the lenses of complex socio-technical systems, institutional analysis, systems thinking, and economics. She is the Principal Investigator of the Net Zero India Project at IIT Delhi, in collaboration with Prayas Energy Group, and Princeton University’s Andlinger Centre, and supervises several Masters and  PhD students.  Prior to joining IIT Delhi-SPP, she worked as a post-doctoral fellow at the Harvard Kennedy School, on various aspects of India's transitioning electricity sector. She received her doctoral degree from the Delft University of Technology in the Netherlands, where she investigated the design of renewable support schemes in Europe and its long-term impacts on the energy system.

Surya Sethi is a recognized thought leader with expertise in contemporary development issues facing a climate and resource constrained world. His worldwide experience covers assignments in government, multilateral & bilateral agencies, private and public sector enterprises, academia & non-governmental organizations. He has successfully delivered functional and management responsibilities, as well as crafted policies and regulations at the enterprise, sectoral, national and international levels. He has worked in over 40 countries in diverse fields spanning energy, power, physical infrastructure, multiple industrial sectors and financial markets. 

Mr. Sethi retired as the Principal Advisor Power & Energy and Core Climate Negotiator, in the rank of Secretary to Government of India. Earlier, he was Chief Investment Officer at the International Finance Corporation, Washington DC; and Group Head Overseas Investments at Tata, India’s largest private sector conglomerate, where he started his career in the prestigious Tata Administrative Services in 1975. Post retirement, Mr. Sethi was appointed Professor at the LKY School of Public Policy, National University of Singapore and also held the position of UNESCO Chair Professor Climate Science and Policy at the Teri School of Advanced Studies, 

Mr. Sethi served the Indian Prime Minister’s Energy Coordination Committee and wrote the first Integrated Energy Policy of India (2006). He was part of the team that crafted India’s National Action Plan on Climate Change (2008). He was a key contributor to the Indian Electricity Act (2003), and the resulting National Electricity, Tariff, Rural Electrification, Hydro and other Energy Sector policies. He also contributed significantly to the Regulatory Bills that established independent regulation in various energy sub-sectors. He represented India at the UNFCCC, IPCC, UN Energy and Climate Dialogue and several other bilateral and multilateral climate and energy forums. 

Mr. Sethi was Non-Resident Senior Fellow of Brookings, Washington DC; and has been a guest speaker at Oxford, Princeton, Université Paris‐Dauphine, University of Technology Sydney and University of Cape Town. He has provided thought leadership to a number of think tanks around the world including CEPS, Brussels; IFFRI, Paris; Chatham House, London; IGES, Japan; IIASA, Austria; and KAF, Germany.

 Dr. Pradyumna Bhagwat is an energy markets, policy, and regulation expert. He has a wide range of academic and practitioner experience in topics such as, but not limited to, capacity mechanisms, energy transition in developing countries, EU TEN-E regulation, Energy Storage, applying incentive regulation techniques to stakeholder engagement, developing economic frameworks for meshed offshore grids, retail competition in electricity and electric mobility.

He is currently working as Advisor – Power Markets at bp, supporting their investment, planning, policy and strategic needs. Earlier, he worked as Senior Power Market Analyst at Uniper and as Head of Research – FSR Global at the Florence School of Regulation.

Pradyumna Bhagwat received his PhD in November 2016 at the Delft University of Technology (jointly with KTH-Royal Institute of Technology, Stockholm and the Universidad Pontificia Comillas, Madrid). He has a bachelor’s in engineering (Mechanical) from the University of Mumbai (2009). Subsequently, he completed the European Joint Master’s in management and Engineering of Environment and Energy (ME3) Program in 2011. His research work has been published as book chapters, articles, reports, policy briefs and academic papers in international publications. Some of Pradyumna’s other interests include, history, mythology, geo-politics, reading, travel and sports.
